Digital Art Tutorials Painter

In Digital Art what is the eyedropper tool mainly used for?
I bought a few Digital Art Tutorials on conceptart.org I noticed that many of the professional illustrators use the eyedropper tool quite a lot and pick colors in different areas of their digital paintings. I do know that the eyedropper can be used for blending and picking colors in photoshop and corel painter. But why do these artist pick colors around the painting so much? I understand why they can pick colors from the light source in a painting but I cant seem to find an answer why people pick colors all around a painting. Is this for blending or something?
The eyedropper makes color matching very easy. If you have several elements that you want to be the same color, instead of inputting RGB or CMYK values, use the eyedropper!
Using many shades of the same color will usually produce an image that just looks ‘wrong.’ By using the eyedropper to exactly match colors, this can be easily avoided.
