What is the difference between cement and mortar?

I have two huge sacks of mortar into my garage and I was wondering if it will be good for use it as a paste art project of mosaic? Or is it something completely different?

mortar ask bricks together. grout is not expensive for what was about to buy. gift with the grout is available as adhesive / mortar and while a different colors too!
